Maptitude for Redistricting
Maptitude for Redistricting is a specialised version of Maptitude that is widely used by all levels of government in the United States for a process called redistricting. This is more familiar to UK government users as boundary revisions and, since the UK is said to have more administrative boundary changes per year than the rest of the European Union put together, Maptitude for Redistricting is a critical tool to assist in this process.

Maptitude for Redistricting is competitively priced and includes all the tools needed to build and analyse boundary revisions. The software has a custom menu system and toolbox that enables users to create a new plan from a map, a template, or an existing plan. It also allows users to display that plan as district boundaries or a thematic map, import plans from other GIS formats, and export data to an equivalency file in dBASE and other industry-standard formats.

Maptitude for Redistricting also has some very powerful geographic editing tools for creating boundaries from scratch. In addition to allowing manual editing of boundary lines, with Maptitude for Redistricting a user can actually select the underlying features that define the boundaries and use them to build the new polygon, thus ensuring a perfect alignment.

For example, lets say a ward is bounded by three streets and a river. You would select these four segments, click OK, and you would have your new ward, perfectly aligned with the underlying geography. If part of the boundary goes through a field, you can add that line as an invisible boundary, which then allows you to select that line as part of the polygon boundary.

By having all of the underlying line segments that define the boundaries, Maptitude can create a metes and bounds report that provides the legal description. Here's an example of a report created automatically by Maptitude:

District 0010. All of that portion of Johnson County bounded and described as follows: 1. Beginning at the point of intersection of S. Lackman Road and W. 191st Street, and proceeding northerly along S. Lackman Road to W. 167th Street, and proceeding easterly along W. 167th Street to Nonvisible boundary, and proceeding easterly along Nonvisible boundary to the Overland Park city line, and proceeding easterly along the Overland Park city line to Nonvisible boundary, and proceeding easterly along Nonvisible boundary to Unnamed Local road, and proceeding easterly along Unnamed Local road to W. 167th Street, and proceeding easterly along W. 167th Street to the Overland Park city line, and proceeding easterly along the Overland Park city line to W. 167th Street, and proceeding easterly along W. 167th Street to Metcalf Avenue, and proceeding southerly along Metcalf Avenue to W. 191st Street, and proceeding westerly along W. 191st Street to the point of beginning. 2. Except for all of the region bounded by the Overland Park city line. 3. Except for all of the region bounded by the Overland Park city line.

Users can also:

  • compute measures of compactness and check for completeness and contiguity
  • zoom to unassigned polygons or discontiguous portions of a district to verify the integrity of a plan.

Privileged access to data in the UK academic and public sectors would make the use of Maptitude for Redistricting especially valuable to researchers and the Boundary and Local Government Commissions.
